2.2.1 Evaluation of Technical aspects of the Tender
The Procuring Entity shall evaluate the Technical aspects of the Tender to determine compliance with the Procuring Entity's requirements under Section V 'Schedule of Requirement' and whether the Tenders are substantially responsive to the Technical Specifications and other Requirements.
TECHNICAL EVALUATION CRITERIAConsistent with and in addition to the criteria listed in ITT 33.3 and ITT 29.3; and ITT 34 and its subparagraphs the following criteria shall apply:
1.1. Evaluation Criteria
Evaluation of tenders shall comprise both Technical and Financial evaluations and shall be carried out in line with the criteria set out in this tender document. Only the tenderers who are deemed sufficiently responsive after the technical evaluation shall qualify for financial evaluation. Those who don’t pass the technical evaluation shall not be considered in the financial evaluation.
The technical evaluation shall be performed, and points awarded to the tenderers according to the evaluation criteria in the appendix to instructions to tender:Only the tenderer’s who COMPLIES FULLY shall qualify for the financial evaluation. Those who don’t pass the technical evaluations shall not be considered in the financial evaluation.
The financial evaluation shall consist of a comparison of the total bid price, including all costs, as well as duties and taxes payable for the equipment.
